On April 16th, 2013, the deputy mayor and the secretary of Binhai New Area Party committee Yang Rungui leaded over 40 personnel from related organizations including Binhai New Area Management Committee (MGS) and China Maoming Port Group Co., Ltd.

(CMMP) to do the primary research in the Bohe New Harbor. The aim of the research is to discuss two issues: land requisition and demolishing, site selection. The attending leaders including Hu Jun, Gao Li, Shao Hangwei, Xu Huaxi.

Mayor Yang inspected the sites of projects including Jigang Road and so on. Once he reached a site, he would talk with the major principal to realize the details of the project and the process as well as the problems in the construction.

During the research and the conference, Yang Rungui emphasized the staff should face the difficulties straightly to implement the projects to accelerate the construction of Maoming Binhai New Area. Six requirements are put forward. 

The first one is to solve the problems such as difficulties in coordination and management, disunity of rights and obligations by taking full advantages of the building up the Guangdong Maoming Bohe bay economic comprehensive zone on marine industry. 

The second one is to solve the traffic problems in Maoming Binhai New Area by accelerating the construction of outward passageway, ports and roads network to enhance competitiveness of MGS.

The third one is to solve the problems of capital shortage by forming five group companies to improve the operating ability and realize financing breakthrough. 

The forth one is solve the problems of land requisition and demolishing by referencing the measures ”interaction between towns and industry parks” taken by hi-tech zone to push forward related work. 

The fifth one is to introducing and building projects. Improve the ability of selfhematopoiesis by breakthrough in building projects and inviting investment.

The last one is applying for related supporting policies in the area of land management, finance and taxation, industry, marine, environmental protection, infrastructure construction.

Through this research, the staff of MGS realized the process and the existed problems in the construction of Bohe New Harbor, which is beneficial for accelerating the project and development of Binhai New Area.
